Adding notes folder to POPS

Today we added a notes folder to the POPS repository. This folder will be used to store notes and snippets of code that we find useful during our security work.

What is a notes folder?

Right now, we have a initial tool index and the port listing file. Both are WIP at the moment, but will grow and be mature in the short term.
